XP Admin account has no start bar or icons

I have a XP Home machine
I am logged in as my default administrator account
I created two new users with admin priveledges
When I log in ounder those users names, all I get is a
background image of a green hill with grass and blue sky
No Icons
No Start Menu
I can't even right click on the desktop

Any ideas where everything is at?
