no desktop for users

Using Windows XP SP1 on a windows 2000 network; having the
following problem:

when users logon they do not get a desktop, just the
default background but no icons, no start menu, nothing.
Only when logged on as administrator is the workstation
able to be used.

Any ideas on what the cause and solution could be will be
greatly appreciated.
