How to disable CTRL+ESC shortcut key

I need to disable the CTRL+ESC shortcut keys so that it's
only the administrator level who should have an access to
it. Any suggestion would be greatly appreciated. Thanks.

Don't know how to do that. But if you do disable it, how are you going to
disable the Windows keys?
