is it possible to send files from my client machine to other users

the host is also on windows xp but it works fine, i have
the same prob in irc and with voice chat.

this may have been asked before but i just cant find
somewhere with an answer to this question.
i havet ried with firewall without firewall and have
turned of xp firewall.

any help much appreciated
