Greetings Johnny,
Outlook Express is probably taking a long time to load, because Windows Messenger is (Outlook
Express waits for Messenger to load before it actually fully loads).
This being said, have you installed DirectX 9? If so, the Windows XP firewall, DirectX 9,
and Messenger and have issues working together, which can display the behavior you're seeing
To fix this, install DirectX 9a, you can find it here:

Hi Johnny,
As a workaround, if you can't get this resolved, run this .reg file and restart Outlook
Express:
http://messenger.jonathankay.com/downloads/stopmessenger_oe.reg
This will stop Messenger from loading with Outlook Express, which should solve the OE issue.
As for Messenger, do you happen to have a Linksys router? If so, version 1.44.0 of the
popular Linksys routers had an UPnP issue which caused this to happen. If this is the case
for you, you should upgrade to the latest firmware:
http://www.linksys.com/download
Otherwise, I would suggest a full reinstallation of Windows Messenger. To do so, first,
close down Messenger (right click the messenger icon in the notification area/system tray and
click close). Then click the start button, then click Run and type in (copy-paste if you
like):
RunDll32 advpack.dll,LaunchINFSection %windir%\INF\msmsgs.inf,BLC.Remove
Then click OK.
Messenger will then be uninstalled. For more detailed instructions and screenshots, go to,
http://messenger.jonathankay.com/problem.aspx?ID=7
Reboot, click "Yes" to remove your preferences, then reinstall from
http://messenger.msn.com/download/download.asp?client=0
