computer shut down in Windows XP

Only the Retail product will give you option to retain you old system files
to allow you to deinstall Windows XP and go back to your previous operating
system.
The OEM product can only be installed to a clean hard disk.
If you dual boot you will be required to reinstall of you applications in to
Windows XP.
Be advised that certain applications may break if you install them under
Windows XP into the same folder that the Windows 9x installation used. This
is due to certain (older) applications actually performing different
installs dependent on if you are using a Windows 9x OS or a Window NT based
one, such as Widnows NT 4.0, Windows 2000 or Windows XP.

I am new user of Windows XP. When I try to shut down my
computer the computer just restarts. There is no message
that indicates that it is now safe to turn of my
computer. Can anyone help. Why is it happening and is
there a solution?
