Apparently a Voice Recognition Program is running in the
backgroud using up to 45 mb of ram, which makes the system
extremely slow. After searching for the file (sapisvr.exe)
and deleting it, it keeps coming back. How do I disable
this program?

If you have the language bar running in the taskbar (properties, toolbars, check
it to show it) you may have the mic listening for speech input, causing a delay
in typing. I suggest going to the "Regional and Language settings" applet in
control panel Language Tab, Details button, Preferences, Language Bar button put
a check in the box to "turn off advanced text services"
