I'm not quite sure why you'd want to uninstall it, but you can do so by using this method
(just don't do the reinstallation portion):

On XP at least NetMeeting is a part of the protected operating system and
cannot be deleted, renamed or overwritten.
The url that Jonathan provided will allow you to reinitialize the registry
entries for NM to virgin state but will not actually remove the NetMeeting
files.
