Hi
Possibly some of the drivers being loaded on startup are causing it to
"hang". Have you tried "Safe mode"? This is where the pc loads only the bare
essential drivers and files, enabling you to troubleshoot startup and other
issues:
1)While it starts up, press and hold F8
2)A menu should pop up, so choose "Safe mode"
3)It will then enter Safe mode, loading only basic drivers. It will still
ask you to log on (if you do logon)
but the desktop will look distorted and it should say "safe mode" in all
four corners of the screen
If this happens successfully, then something being loaded in "Normal" mode
is causing the problem, i.e. a driver, software etc.
If you've recently added a piece of hardware, make sure it has XP-compatible
drivers; check with the manufacturer. I know, I've had issues with this
myself! This is just a troubleshooting mode, you still need to dig around to
find the culprit, which may take time.

But how can you use System Restore if you cannot access the desktop?
Step-by-step troubleshooting such as the article I suggest, should be
simpler than using system restore each time.
