The "It is now safe to turn off your computer" screen is
ancient history. XP can be shut down without any
difficulties of past OS's by unplugging or hitting the
power button or even a power outage. If on the other hand
you want your system to shutdown when you click the
start\turn off computer\turn off then you will have to go
into the control panel and configure your power options.
