I installed XP Home Edition over my existing ME, and have
experienced nothing but trouble ever since. I'm getting
unwanted popup messages, content advisor warnings,
password requests, etc. I'm also unable to download new
programs, Word doesn't work correctly, etc, etc.

I'd like to uninstall XP and return to ME, but I need to
know if it's possible to do so. If anyone has experienced
similar problems and can provide some guidance or
suggestions it would be very much appreciated.

But before going back, do a search through the newsgroup for each of the
above problems, I believe most if not all have been addressed in other
posts.

Sounds like you need to properly configure XP!

Going back to ME is not a good move, take the time to learn
how to configure XP. Make sure you hardware is compatible
with XP.
You can turn content advisor off, turn messenger popups off
(if that is the problem), set cookie permissions, etc.
If your upgrade over ME was not properly done, you could
have some issues, a clean install is usually trouble-free.

Why don't you uninstall "everything" and start absolutely clean? You will
see just how stable Win XP really is!
