problem trying to connect

when i turn on my notebook and i want to connect to the
internet with a dial up connection it takes like a minute
to open the window so i can click and dial up. Once the
window is open i connect without problems at all.
After that the problem disappears but if i turn off my
computer the next time i try to connect the same way it
appears again.
