Thanks to all those who have tried to help, but i'm still
mising my windows and internet explorer main toolbar
(file, edit, etc.). It's missing in some folders, and in
special folders such as My Documents I get a white bar
with a windows logo in the middle instead of the main
toolbar. I've tried downloading registry fixes and i've
tried to alter it myself and delete the ITBarLayout value,
but it dosen't appear to be in the
HKEY_CURRENT_USER\Software\Microsoft\Internet
Explorer\Toolbar area or any subsections (Explorer,
ShellBrowser or WebBrowser) Maybe that's the problem? I
could access it if I could see the View menu and fiddle
with the toolbar settings, but I can't. Right clicking on
the remaining bars (Webcontrol bar, URL bar, Linksbar
etc). I have managed to unlock the bars by adjusting the
LockToolbars value in the registry, but i can't find the
main bar and it isn't hidden behind any of the remaining
bars. I have tried everything I can think of.
Thanks for any more help you can give.

Re-install IE

Go to Start/Run, and type :

"rundll32.exe setupapi,InstallHinfSection DefaultInstall 132
%windir%\inf\ie.inf"
