Close Outlook Express, then click Start|Run and paste in this command:
"C:\Program Files\Outlook Express\msimn.exe" /reg
That will restore OE as an option in the Internet Options|Programs tab.
In My Computer , on View menu, click Folder Options. Click the File Types tab.
In list of file types, click.
(URL:Mailto Protocol)
Click Advanced. In Actions, click Open. Click Edit. In Application used to
perform action,
enter the program to use to open files that have this extension, then click OK.
In this case -including quotes-
"<drive letter>:\PROGRAM FILES\OUTLOOK EXPRESS\MSIMN.EXE" /mailurl:%1
