NPF 2003 and MSN Messenger

I have Norton Personal Firewall..2003.

Trying to send files across MSN Messenger but blocked....

did the following in the Personal Firewall
- advance general rules
- click onto rule Block Windows File Sharing (permitted)
- action: permit
- connection: connection to and from computer
- computers: any computer
- communications: TCP and UDP
- comminication or ports to permit:
local netbias-ssn (port 139)
local port 6891-6900



and I am still blocked sending files across MSN?
