I can't seem to send any files in Messenger. Could this
be because Im on Local Area network ? If yes , so how do
I solve the problem?

Greetings Ali,
Yes, it would. Depending on how this LAN is setup, you may or may not be able to send files
using the current Messenger versions. If this LAN is a small one, with an Internet
connection shared by a router that supports Universal Plug and Play (UPnP) or using internet
sharing software that supports UPnP (Windows XP Internet Connection Sharing and WinRoute Pro
5) then by using MSN Messenger 5, you'll be able to send files.
However, if you're on a corporate network, most likely you will not be able send files.
