I have exactly the same issue.
My PC : XP Home, Messenger 4.2.2009, XP ICFirewall, DSL
Other : XP ????, Ditto, XP ICFirewall or Norton, Cable
I can see the 'other' person and my own image as expected
but 'other' cannot see me. Interestingly if either of us
enable the XP IC Firewall then black screens are
guaranteed at the other end. No firewalls at both ends
doesn't help either. All other features work - desktop
sharing, control, whiteboard etc. etc.
In summary: XP Firewall seems very badly behaved with
Messenger (at least with UPnP routers in between). Norton
perhaps blocks incoming Messenger video ? The main issue
is that the 'other' cannot see my video.
Sorry, this is not going to solve your problem but it
might help.
