Sometime recently after installing some particular
product, I can no longer issue commands from the dos
prompt unless I am in the Windows\System directory.

My Environment settings have the required settings in the
path (%root%\System32; %root%) etc, but nothing works.
Also WinRt service is no longer starting.

Any help appreciated thanks.

%root%

should be:

%SystemRoot%

or

%windir%
