Greetings Doug,
It should bring up the main Messenger window, or the Passport wizard (depending on if you've
run it before or not). If you go into the Task Manager (press Ctrl-Alt-Del or right-click on
the taskbar and choose Task Manager), is msmsgs.exe running?
As well, this can also occur if you're using Norton Antivirus 2003. If you are using NAV
2003, open Norton Antivirus
(Right-click on the Norton Antivirus icon in the System Tray/Notification Area (by the
clock), choose 'Open Norton Antivirus'), click Options, then Instant Messenger then uncheck
MSN Instant Messenger and click OK.
