Cannot import registry fix

My son has XP Pro installed on his computer and has a problem with
Start and taskbar having disappeared.

I found 'kellys-korner-xp' and it looks like line 117 is applicable.

However, when trying to execute the 'reg file, the following error
message
appears (translated from dutch language version of XP):

Cannot import.
An error has occurred to get access to the registry.

Would anybody be able to suggest how to cure?

You need to be logged on as an Administrator level user to use this fix,
either the REG file or to make the change manually via Regedit.
