Hal.dll missing or corrupt

I have had this message for days and cannot recover from
it. My computer has one boot OS and I can not get into
Windows to edit boot.ini files. These are the suggestions
I have been getting. Any others? When I attempt to copy
the file from cd I get access denied. Help
