Thanks for any advice....

.....I am about to upgrade and noted that a new installation will "not keep
your existing files".

I presume this means current windows operating system files and NOT other
files in the C:/drive...i.e., this isn't a reformatting, right?

Also, is there an advantage to just doing a complete new installation? I am
not married to my current configuration and am thinking that doing a new
installation will allow for a complete startover without carrying over
residual 'problems'.

You presume incorrectly.
If you do a "new" (or clean) install all data on the disk will be erased. If
you do an upgrade the operating system will be changed, but all your data
should be left intact.
You are correct about a new installation. It is usually better than an
upgrade. Remember, all data will be lost, so backup anything you want to
keep, and you will have to reinstall all your software.
