~ what's it mean?

A 580KB file called "~" suddenly showed up on my desktop
and I can't open it. What might happen if I delete the
folder? One source says ~ indicates a temporary file of
some kind.

Try to delete it. Programs and Windows do not store program files on your
desktop.
