Look on the Start menu for Programs, then look to see if you have Internet Explorer ( a big blue e is the icon, it might be in your quick launch bar or on the desktop). Open the program and use the tools menu/ Internet Options/connections to set up an account. There are other ways to do the same things.
You need to know the name(address) of your ISP, their phone numbers (unless you use cable/DSL) your account name and password. To setup Email in Outlook Express you will use the same connection, but will need your email addresses, password, the mail server names.
Your ISP can help.
If you don't have Internet Explorer and Outlook Express installed, you can install them from your W98 CD by using the add/remove software application on the control panel, select the appropriate tab page to Windows. If you have W98, you should have all you need to get on-line, but it will have old programs with many security holes. You should go to Windows Update and install all the security and critical updates (it will take a while on a dial up).
You can update to Internet Explorer 6 on-line for free.
You can also pick up on of those free CDs from Earthlink and install just the Windows update, Internet Explorer (Avoid the AOL or MSN CDs, they will likely install stuff you don't want, unless you want it).
