Greetings Barry,
What are you using to "share" the DSL modem internet access? I assume Windows XP's Internet
Connection Sharing (ICS), since voice/video works. The reason why voice/video works is
because the ICS supports Universal Plug and Play (UPnP), however in Windows Messenger 4.x,
file transfer does not make use of UPnP. You'll need to use MSN Messenger 5 to send files
(which has UPnP file transfer support):

If you're not using ICS, but are using some type of router device (even built-into the modem
itself), it might support UPnP too (especially is voice/video works without any
configuration),try MSN Messenger 5 to send a file as well.
