I found this one on Doug Knox=B4s site:

Open a Command Prompt window and leave it open. Close all=20
open programs. Click Start, Run and enter TASKMGR.EXE =20
Go to the Processes tab and End Process on Explorer.exe. =20
Leave Task Manager open. Go back to the Command Prompt=20
window and change to the directory the AVI (or other=20
undeletable file) is located in. At the command prompt=20
type DEL <filename> where <filename> is the file you=20
wish to delete. Go back to Task Manager, click File,=20
New Task and enter EXPLORER.EXE to restart the GUI=20
shell. Close Task Manager
