My brother has XP Pro and is unable to access his
internet tools options. Basically stating that he doesn't
have sufficient rights and to contact the system admin.
Problem is, is that he, at the time, is logged in as
administrator. Is there a way to correct this?? I've
tried checking through the registry, under 'current user'
and 'local machine' and have found nothing that would
prevent this type of access.

Use regedit's edit menu/Find feature to locate and remove the entry for
'NoBrowserOptions'
