irritating dailer pop up!!

hi
i have a very irritating dialer pop up about every 5 seconds
it say that it requires me to log on the net because the program
(bounceme.net) want information
is it a virus?
how do i get rid of it?
I've tried surfsecret and ad remover but still cant rectify the problem

Depending on which version of Windows you have, you can click on START and
go to RUN and then type MSCONFIG. It will allow you to select which
programs you want to run at startup. I would guess there is something in
there for that program...if it were a virus, the latest NORTON with latest
virus defs should have no problems picking it up and eliminating it.

Its a dialer to dial 900 numbers to charge your home numbers. You installed
it by via active X control, prolly disguised as a friendly app. Remove it
thru internet explorer, delete the controls, and make sure you tighting up
the setting to allow active x controls to install and run in internet
exporer. I set mine to "warn"
