What are the $NtUninstallQ322011$ Folders in Windows Folder?

I have about 10 of similar folders in blue font in Windows directory taking
up about 30 mb, are they safe to delete?

Hotfixes are the updates downloaded and installed from the
Windows Update website. They should not be uninstalled
since it would uninstall the actual update installed in your
computer.

However, if you wish to remove the "uninstall files" for the
Hotfixes and cleanup your Add/Remove Programs list,
visit MS-MVP Doug Knox's site for instructions.
