i have a home network with a few pc's using win98se there
is a network program which sends messages accoss the
network my winxp laptop win recieve these messages but
wont reply or even send your own as it isnt in the win dir
or for that matter newhere on the hdd, help?

XP uses the NET SEND command. There is no GUI tool built into XP for this
purpose. There are a number of low cost and free applications that will
duplicate the functions of WinPopup on Win2K/XP.

web search for "Windows XP winpopup" will turn up numerous others.
