Self Registery

I am trying to install a cd-rom map from UBD, the install
works well on a "normal" pc.
I have a new Toshiba Satellite laptop running windows xp,
my problem is that when I try and install the programe it
keeps telling me that two files "mscomct2.ocx and
mscomctl.ocx" will not self register.
yet the files are located in the windows/system32
directory.

If anyone can help, I would be greatful.
