MSN messenger 5 no voice.

Here's the problem... I can see and hear audio/video from
the person no problem. But they cannot see/hear me. My
Windows XP firewall is disabled. And I do not have a
router. What could be the problem?

This may be improved with MSN Messenger 6 (as long as both you and your
buddy use it). Give it a shot when it comes out and see.

Does this happen with everybody you talk to, or only this one person? It
sounds like it's an issue with their router not letting packets in (or maybe
you're not actually sending them). Have you run the audio tuning wizard to
make sure your camera / mic are correctly set up?
