"This folder C:\Documents and Settings\Ace\Local Settings\Application Data"
contains a file "iconcache.db" for all users (where Ace is the username) it
gets up to 6MB in size sometimes. I religiously delete the file (not that
space is a concern) out of principle because:

1. In Folder Options, in View tab, "Do not cache thumbnails" is CHECKED.
2. In Group Policy Editor, under User Configuration, Administrative
Templates, Windows Components, Windows Explorer, "Turn off caching of
thumbnail pictures" is ENABLED.

I am pretty sure that iconcache.db is cachine icons. How can I stop this
file from coming back?

Thanks.

Hello Ace,

The file "iconcache.db" is used as shell icon cache file in Windows XP.

For example, if your Control Panel or desktop icons acting funny --they're
displayed incorrectly or they're just plain black. It just means your Shell
Icon Cache file is damaged (not as bad as it sounds). The quickest solution
is to delete this file. Shell Icon Cache will be re-created automatically,
your icons should be back to their old selves.

So, we can see this file doesn't related to the options "Do not cache
thumbnails" and "Turn off caching of thumbnail pictures".

Please let me know if you have any questions. I look forward to hearing
from you.
