Using version 4.7 on XP Pro

I can sign in and use most of the features including chat, voice and video
but voice and video have to be initiated by the receiving party .. I cant
initiate ...

I do get a message on my main window saying with an 'i' sybol .. "You are
not signed in to all services" if I click on that a window comes up saying
"Sign IN To Communications Service" my correct sign in name appears so I
click OK... A further windows pops up saying "Signing in to Communications
SErvice failed because the service is temporaily unavailable Please try
again later .. I keep getting that message for the last 2 months .. I still
cant be unavailable..

I also cannot send files -- The other party sees the message but the
transfer crashes every time.

I am using NAV and IS and have tried disabaling the program but it makes not
difference ... I have also downloaded and reinstall Windows Messenger ..

Now I have verified my NETPassport and password and it comes up fine .. I am
also running NAV and have disabled it and tried to connect but still with no
luck .. Can you please help me.
