Make a CD-RW?

I am unable to figure out how to make a cd-RW. I just
keep getting messages that I need to make it read-
writable but no instructions on how to do it. Therefore
I can't retrieve my data from the CD

In order to use a CD-RW, you need to install packet writing software (it
came with the drive if your drive supports CD-RW). I highly suggest you
READ the manual that came with your drive.
