What icon? An ISP connection? Or a program trying to launch such as a
browser?

Was this software separately installed on that profile?

Guest account, by design cannot connect to internet. Cannot initialize a =
RAS connection. But it can use an already ON cable/dsl/lan or already =
connected dial-up account using Fast user Switching.

Dial-up connections might terminate while switching users, to prevent =
that download:

Sorry Jim , yes it's the ISP connection icon on the desk top. It works fine
when I'm logged on as adminstrator.
