need help

My sister in laws computer is stuck in the safe mode and
we cannot get it off. We can't even get the computer to
do anything. The screen comes up with all the icons on
it and from there we can't do anything. Can you please
help us?

Set the bios to boot from the XP disk. Insert disk and follow prompts to
install / repair present installation. This procedure should repair the
problem and keep your programs , files and settings intake. Jimmy
