As for Windows Messenger, Tools-Options-Preferences,
uncheck the "Run this program when Windows start", that
will keep from loading/signing in on boot. And to keep
it from signing in automatically, you first need to sign
out, click "Sign on as a different user", then sign back
in with the "Sign in automatically" checkbox unchecked.

As for MSN Messenger, it should be somewhat similar, I do
not have it installed, so I'm not much help in that
aspect.

Greetings Steve,

Do you have Norton Antivirus installed? Recent versions of Norton Antivirus added a new
"instant messaging scanning" feature, which can conflict with Windows Messenger and cause it
to also keep starting. To stop it, open Norton Antivirus (Right-click on the Norton Antivirus
icon in the System Tray/Notification Area (by the clock), choose 'Open Norton Antivirus'),
click Options, then Instant Messenger then uncheck MSN Instant Messenger and click OK.
