Not to sound like a smart ass but do you know what the
control panel is? If so then use the sounds and audio
devices in there and you can configure all event sounds
the way you like. Good luck.

I know I can set this through the control panel but I want to know what file
contains the information telling windows what sound to play when a
particular event is triggered.

The information is contained in the registry, not in a file.

OK... is there anyway to manipulate this register from dos. I have a need to
chage the sounds played. but i can only do this from dos
