Pls help removing VIRUS

I am a newbie, using Windows xp and NORTON AntiVirus and I got this VIRUS in to my computer.
Please would you tell me how to get rid of it.

What is the name of the virus?

Why won't Norton remove it or at least place it in quarantine?

NOTE: If the virus is in a file located in the _Restore folder then
there is no need for concern. The virus is locked into a compressed
archive and the only way it could be accessed would be if you decided
to use System Restore to restore your computer to a date prior to the
date of the file with the virus in it.
