Control Panel, System applet, Restore tab, see checkbox.

Try checking, restarting, and unchecking, restarting.

It's easy enough to create a new shortcut, and drop it where you want it.
Command:
%SystemRoot%\System32\restore\rstrui.exe
Start In:
%systemdrive%%homepath%

Hi Travis,
Right-click the desktop, choose new-->shortcut, give it the command Mark =
listed (copy/paste to avoid error). Click "next", call it "System =
Restore" and finish. Then right-click the new icon, select properties. =
In the "start in" line on the shortcut tab, replace what is there with =
second line Mark listed. Click apply/ok. Left-click and drag the new =
icon to the start button and the menu should open. Drag to =
programs/accessories/system tools and drop it.
