uninstalling and deleting

what's the difference between uninstalling and deleting?

this game i have seems to have something wrong with it's
uninstaller. i had no option but to delete it because
like i said the uninstaller is not functioning at all.

i know that there are these registry issues that happens
if you not uninstall programs, but will it harm my
computer if i delete the program's folder in "Program
Files"?
