End Program-explorer.exe

Hi,
When shutting down my computer, I have a box with:

End Program - explorer.exe
This program is not responding

I also downloaded from the internet a file that I can not
delete (it said : this progam is being use by another...)

With those problems I often have to use the windows task
manager to end programs witch are not responding...
