Re Cursor

I know this may sound trivial but how does one ensure that
the curser shows that there is activity in the background
i.e. by changing to an hour-glass or something.At times it
does this, but many times it remains as an arrow,and if a
website or the like is downloading slowly, and one is not
sure what is happening, one finds oneself clicking again
on the site-and opening it twice!Can anybody help?
