Go to START > CONTROL PANEL> SOUNDS,
Go to the SOUNDS tab and disable the sound that says:
START NAVIGATION.

:-)

Tell me if this corrected your problem

For the ones reading technical replies, I would kindly request them to give
me their feedback with another post (in the same thread of course), so I
will know if my advice helped them or not.

Thanks for the tip, but it didnt solve the whole
problem. I dont hear the constant ticking as soon as i
start up now but when i try to play and audio file it
comes back. Anymore suggestions that would be really
great.

Which card specifically?
Have you downloaded the latest driver - does the web page say it is
supported in Windows XP?

I know of several ESS cards that are not supported in Windows 2000/XP and I
have tried to get them to work in said Operating Systems and gotten results
as you describe. We ended up chunking 400+ sound cards and buying cheap $7
cards that were compatable.

I gave you a link yesterday. You did not have the courtesy to acknowledge
it, nor do you now have the courtesy to even say that you tried it. Goodbye.
