Fatal error while installing Windows

While installing Windows XP Pro program files, the
following error:

Fatal Error
An error has been encountered that prevents Setup from
continuing.
One of the components that Windows needs to continue
setup could not be installed.
Manifest Parse Error : Invalit at the top level of the
document.

In the Setup log file, it states:
Error:
Sxs.dll:syntax error in manifest or policy file "E:\I386
\asms\6000\MSFT\WINDOWS\COMMON\CONTROLS\CONTROLS.M AN" on
line 0

What is causing this error? what can I do to fix this?
