Help and Support Center

I have two problems and they both deal with windows Help
or Help and Support Center.

First, when I open 'Help and Support Center', either by
the start menu or by pressing F1, and I click on the
Index button, I can not see any subjects to browse
through or display in the box on the left hand side of
the window. Nothing is displayed where the browse able
subjects are supposed to be.

Second, nothing happens when I click the 'Related
Topics' link at the bottom of the box, on the right hand
side of the 'Help and Support Center' window.

Is there a way to fix, or reinstall the 'Help and Support
Center' portion of windows?

Any help would be appreciated.
