Windows xp restarts after shutdown

need help. my windows xp was unable to shutdow properly.
when i click shut down in the start menu it restart.

Dear Sir,
since very long time you were watching for a solution about the restarting computer after asking it to shutdown...
did you find any answer about this matter ?
I have the same and really cannot find the clue.
