Date Modified not updating

I am having an issue with my "date modified" in windows explorer. It seem
that if a file is updated through a DOS program, it does not update the
date. If I update the file through windows everything is good. Anyone else
notice this issue? (I know.... whatsup w/DOS? - trust me, I have tried to
get the boss away from it, but he is forever stuck in the past.)
Thanks in advance if anyone has info on this, I have been looking on the
Internet for weeks.

View the files in Explorer, with View menu set to "Details". Rightclick the
blank portion of the column header area, and select "Date Created"

Add Fields to the Details View of Folders:
