Runtime Error for control panel, ie, my pictures, my documents, everything

We have windows XP and have it set up where my family
memebers have different user and passwords. Last week no
one in my family could start internet explorer, the
control panel or anything. They get this message:

Runtime Error!

Program: C:\Program Files\Internet Explorer\iexplore.exe

This application has requested the runtime to terminate
it in an usual way. Please contact the applications
support team for more information.

anyone who could help would be greatly appreciated. or
any info on why I'm the only one who is up and working?

Hi,
login as administrator and do a system restore back to a date when
everything is working..
Go to accessories > system tools > system restore > restore to earlier time
> select date > next 2 times
If problem persist, repair IE in add/remove programs
